Up to [NetBSD Developer Wiki] / wikisrc / projects / project

Fix uncommittable add, by lcasing filename (which determines URL).
Filenames with uppercase characters are rejected by pre-commit
rule. Use [[!meta title="Descriptive and Capitalized"]] instead.

Now web-editing will work again, until this happens again. Need to
solve this more permanently.
